How do I clean an external hard drive so that I can use it on a new computer?

"Clean"? Do you mean format? If so, then format it. In Windows you should be able to right-click on the drive in Explorer and click "format". For macOS, use the Disk Utility program. Both OSs should also prompt you to format it (or "initialize" in Mac-speak) if they can't read it straight away.

yours needs to be cleaned. Just soak it overnight in a bucket of bleach. That will solve the problem.

Probably not. If the drive has an autorun.inf file and if your computer is set to automatically run that, it could do anything to your computer. But if it's just files, and if you format it before you do anything else, it will be fine.
